This web site presents an objective, documented and unapologetic exploration of how ICBC, as a publicly owned, monopoly, automobile insurer, has or has not fulfilled its mandate to address the bane and boon of motor vehicle activity in British Columbia.

I write from the perspective that this mandate can be divided into three components:

THE ICBC HISTORY PROJECT

its responsibility, as well as the potential for good, goes well beyond writing policies and paying claims.

  • a multibillion dollar annual income stream,

  • a seat at the Cabinet table of every Provincial Government, and

  • continuous access to probably one of the world’s most extensive, motor vehicle specific datasets ...

As was clearly stated in the Wootton Royal Commission of Inquiry, delivered in the lead up to ICBC’s inception, the third part of this mandate is the most important and ultimately, the most aligned with its own interests.
